Introduce a WAGTAIL_WORKFLOW_ENABLED setting; when false, the workflow report and settings menus are hidden, permissions are not registered, moderation-related dashboard panels on the homepage are skipped, workflow actions on add/edit page are hidden, and model methods such as page.current_workflow_state return None / False immediately without any db queries.

* Add ability to register multiple hooks with register_temporarily
It's not possible to add multiple items in a ``with`` block in multiple
lines. So to register multiple hooks, you either need to put them all on
one line or add many nested ``with`` blocks.
This commit adds the ability to pass in a list of hooks into one call.
This works around the syntax error, but there's still no way to
represent this in a way that flake8 is happy with so I've added
``#noqa`` in a few places.

Add hooks.register_temporarily for testing hooks

There's currently a number of places where we test hooks by registering
hook functions from test methods. These are never cleaned up so that
hook remains registered in future tests. This can cause issues with
tests not working consistently when you run a subset of the tests.
This adds a `register_temporarily` function to the hooks module. This
function can be used either as a decorator or a context manager. It'll
always remove the hook after the decorated function or with block exits,
even if it exits through an exception.

This is due to use of backticks instead of single quotes on this page:

Recommend signals rather than hooks for model-level customisations
...
As per #5620 - signals are often overlooked as a way of customising model-level behaviour. We should recommend them over admin hooks where possible, as they aren't reliant on users taking one particular path through the admin - for example, an 'add document' signal will be triggered regardless of whether a document is created through the single uploader, multiple uploader, chooser model or a scripted task, whereas a hook would not catch all of these cases.

Add a `construct_page_listing_buttons` hook

This hook mimics the functiolity provided by `construct_page_action_menu`
in that it constructs the final list of buttons to be shown in the wagtail
admin interface. This means that within this function button's can be
removed, added or re-ordered.

By optionally passing the request object to Page.get_sitemap_urls() it
will now use the cached site root on the request object instead of
retrieving it for each call. This cuts the number of queries required
for a sitemap roughly in half.

Fixes #4424 . As of #3354 , `get_url` is the preferred way of obtaining a page URL, rather than the `.url` property;
.url is just a wrapper around get_url (which meant that the docstring for `get_url` was erroneously being picked up).

The proposed wording puts the main idea of being able to show/edit ANY model via the Wagtail admin at the top of the document and includes wording to, hopefully, have this page appear at the top for anyone searching for how to implement this functionality.

added default index_route for RoutablePageMixin
...
RoutablePageMixin has a default index_route method that is decorated
with `@route(r'^$')`. This way, including RoutablePageMixin doesn't
force you to re-enable the default functionality you would expect from a
Page anyways.
index_route behaves exactly like a standard Wagtail Page.
To override the default behaviour, one can simply override the route by
decorating another function with r'^$'.
(as disussed in issue #2866 )

Reduce modeladmin’s dependency on wagtail.wagtailimages and wagtail.wagtaildocs
...
- Remove imports at the top of options.py and views.py that result in ImportError when those apps aren’t installed
- Alter ThumbnailMixin and InspectView to use the `wagtail.wagtailimages.shortcuts.get_rendition_or_not_found()` method to render images, which handles missing image source files gracefully, and reduces code duplication.
- Simplify `get_field_display_value()` by not limiting image and document rendering to ForeignKey fields. It should work consistently for property methods or other attributes too.

<http://pygments.org/docs/lexers/ >. This does require command lines to
be prefixed with `$`, otherwise they are interpreted as the output of a
command. It highlights the command nicely, including environment

Removed all uses of STATIC_URL from code samples, replaced with static().
...
Concatinating with settings.STATIC_URL is no longer reccomended for creating
URLs to static resources, because it doesn't take the configured storage engine
into account. For example, a site using S3 to store its static files will need
static URLs that link out to S3, rather than relative URLs within the same
domain.
I replaced it with django.contrib.staticfiles.templatetags.staticfiles.static()
in python example code, and the {% static %} tag in template examples.
