Matt Westcott 29360a4f70 Show / hide InlinePanel arrow buttons correctly on non-default tabs 
Base the show/hide logic on the 'deleted' class, rather than visibility, because elements on non-default tabs are considered invisible. Fixes #3667

Emily Horsman ac632b3b8f Fix explorer item link behaviour (#3763) 
Adds a href prop to the right arrow Button in ExplorerItem. Opening this
link manually (such as Open Link in New Tab) will now take the user to
the deeper page list. Before this commit this button erroneously had no
href and thus would only take them to the current page.

Andreas Nüßlein 39bca11283 added default index_route for RoutablePageMixin 
RoutablePageMixin has a default index_route method that is decorated
with `@route(r'^$')`. This way, including RoutablePageMixin doesn't
force you to re-enable the default functionality you would expect from a
Page anyways.
index_route behaves exactly like a standard Wagtail Page.
To override the default behaviour, one can simply override the route by
decorating another function with r'^$'.

(as disussed in issue #2866)

Now that the 'p' element (handled by halloheadings) is always-on, we can't use the presence or absence of halloheadings to test whether the default plugins are in force or have been overridden. Check for 'hallolists' instead.
