Henning Geinitz e42a7af6a3 Use only one file of translated messages per language. Merged all backend 
files. Uses UTF-8 everywhere. Updated all files from the marked source code.

Henning Geinitz 22fbc9a070 Translations are now enabled by default if the gettext tools are found. Use 
msgcat if available. Don't update the .po files automatically.

Henning Geinitz af3c049617 Moved the options contained in saneopts.h into a seperate file. So the backend 
po files are much smaller and easier to read and the saneopts translations are
consistent through backends.
