Don't generate po files with every make. That avoids recreation just because

of date changes. Automatically create new languages on make
update. Automatically generate list of DISTFILES. Added template for header
used in new po files. Updated documentation.

Translations are now enabled by default if the gettext tools are found. Use

msgcat if available. Don't update the .po files automatically.

Moved the options contained in saneopts.h into a seperate file. So the backend
...
po files are much smaller and easier to read and the saneopts translations are
consistent through backends.
