py/scheduler: Move mp_keyboard_interrupt from lib/utils to py core.

This function is tightly coupled to the state and behaviour of the
scheduler, and is a core part of the runtime: to schedule a pending
exception. So move it there.

ports: Make new ports/ sub-directory and move all ports there.

This is to keep the top-level directory clean, to make it clear what is
core and what is a port, and to allow the repository to grow with new ports
in a sustainable way.
