- For packages that were just x.y, update to x.y.0.
- For that were x.y.z-n, update to x.y.(z+1)
From now on we'll apply semver rules:
- MAJOR version when you make incompatible API changes
- MINOR version when you add functionality in a backward compatible manner
- PATCH version when you make backward compatible bug fixes

This is so the package knows the "upstream" name of the corresponding PyPI
package that it's based on.

Uses the new require()/package()/module() functions from manifestfile.py.
Add manifest.py for iperf3 and pyjwt.
