This tool makes a buildable package (including pyproject.toml) from supported micropython-lib packages, suitable for publishing to PyPI and using from CPython. tools/makepyproject.py: Add tool to generate PyPI package.

This tool makes a buildable package (including pyproject.toml) from
supported micropython-lib packages, suitable for publishing to PyPI and
