Even if firmware is compiled without CONFIG_FLASH_ENCRYPTION_ENABLED Rayionale: CONFIG_FLASH_ENCRYPTION_ENABLED controls whether boot loader generates keys for encryption or not, but flash encryption can be configured externally.
