Amey Inamdar	78ed138453	cxx_exceptions: Add missing stubs for cxx exceptions with exceptions disabled The misssing stubs get pulled in from the toolchain's libstdc++ also causing to pull in defined stubs. Fixes https://github.com/espressif/esp-idf/issues/1072

(Additional 20KB is still used if C++ exception support is enabled in
menuconfig.)
