ICY URIs e.g `http://uk1.internet-radio.com/proxy/vombat?mp=/;` need to
be handled differently.
For basic use case, these URIs are similar to HTTP with exception that they reply with `ICY 200` etc in place of `HTTP/1.1 200`.
In http_parser, we now also parse ICY URIs to be able to handle these similar to HTTP.

Do not include bootloader in flash target when secure boot is enabled.
Emit signing warning on all cases where signed apps are enabled (secure
boot and signed images)
Follow convention of capital letters for SECURE_BOOT_SIGNING_KEY
variable, since it is
relevant to other components, not just bootloader.
Pass signing key and verification key via config, not requiring
bootloader to know parent app dir.
Misc. variables name corrections
We had already updated to v1.24 months ago, but the submodule commit was accidentally
reverted in 1fb85b494c.
Fixes (again) error when compiling with assertions disabled.

New makefile component_wrapper.mk allows some variables to be set
before component.mk is evaluated. This properly fixes problems with
sdkconfig being hard to access in all phases of the build.
Including component_common.mk is no longer necessary and will print a
deprecation warning for components which use it.
