Remove call to Wine in Windows build scripts
As Wine can not be used reliably to install MS Visual Studio tools, remove the generation of libhamlib-4.lib and instead provide sample instructions for local generation of this file from the supplied libhamlib-4.def file. Remove Bashisms so scripts may be called by a POSIX compliant shell. On Debian /usr/bin/dash is such a shell.pull/238/head

cd lib\msvc

c:\Program Files (x86)\Microsoft Visual Studio\2017\BuildTools\Tools\MSVC\14.16.27023\bin\Hostx64\x86\bin\link.exe /lib /machine:i386 /def:libhamlib-4.def

and for VS 2019:
cd lib\msvc

c:\Program Files (x86)\Microsoft Visual Studio\2019\Community\VC\Tools\MSVC\14.25.28610\bin\Hostx64\x86\bin\link.exe /lib /machine:i386 /def:libhamlib-4.def
